I have enough evidence/confidence to conclude, at least, in one case of eb-5 visa application , it effectually lit up a green light in the minds of one petty criminal family.

A 6 years roommate of mine at Shanghai boarding school years alerted me her own personal misfortune at lending to a 'foe' all her mother's life-saving to a childhood 'neighbor'  Mrs.  DragonLady, who claimed that her lawyer cheated her investment fund during EB-5 visa application in US.  Mrs. Chinese DragonLady 'borrowed'  approximately $200,000 from my classmate in 2014, promising to return the money within a year.  And of course, once Mrs. Hua with her son and husband immigrated to the United States,  my classmate didn't EVER hear from her again about returning the said 'personal' loan.
