http://scoop.kuro5hin.org/ as well as http://www.scoopdev.org/ were completely overrun by linkspammers back in the day.
However Scoop itself is still widely used, for example by http://www.kuro5hin.org/
Daily Kos to the best of my knowledge is the most-popular Scoop site however they forked the codebase and have not submitted any patches to upstream.
Use the latest release of Scoop and you'll be fine. If you want help ask any of these people:

Scoop can do quite a lot more than what you see on scoop.kuro5hin.org or http://www.kuro5hin.org/ Many of its features are optional in the config files.
I expect Scoop would work fine under Windows if you installed Cygwin from http://www.cygwin.com/ In the Cygwin installer, select Perl and Apache httpd. I expect there are a few other dependencies but those will get you started.
Apache httpd works just fine natively on Windows, without Cygwin, but I don't know whether mod_perl works within the Windows port of Apache.
